"Control Room" director arrested in Egypt protest (Reuters)

LOS ANGELES (TheWrap.com) ? Jehane Noujaim -- director of "Control Room," a 2004 documentary about Arabic-language news network Al Jazeera -- was arrested and later released after participating in a protest in Egypt, according to multiple reports on Twitter.

Noujaim was interviewing a military officer when the arrest took place and was accused of being a spy for Israel and a traitor, according to U.K. newspaper the Guardian.

"In solidarity with Jihane Noujaim," wrote journalist Mona Eltahawy, who was also arrested in the protest. "Friends please kick up huge fuss to relesase (sic) her."

"Egypt should be celebrating int'l stars like Jehane Noujaim, not arresting them," New York Times columnist Nicholas Kristof wrote on his Twitter feed. "But glad she's OK."

Noujaim and others were reportedly charged with congregation and destruction of public property. She was freed after the Committee to Protect Journalists, an international advocacy group, appealed to Egyptian authorities to let her go.

The popular uprising, dubbed "Last-Chance Friday," took place in Cairo's Tahrir Square, which has been a hotbed for protests all year. The protest was intended to galvanize support for a civilian government after the ousting of President Hosni Mubarak earlier this year.

Born in Washington, D.C., Noujaim was raised in Cairo and Kuwait. Her previous works include "Mokattam," an Arabic film about garbage-collecting in the Egyptian capital; and "Startup.com," a documentary that followed the rise and fall of a start-up company during the dot-com boom.

In 2008, Noujaim created Pangea Day, an event during which individuals in cities including Cairo participated in a drum circle that was intended to represent unity across the world. She funded the event with money she won after receiving the TED Prize, granted to people trying to change the world.

(AP) ? Egyptian officials say a court has ordered the release of three American students arrested this week during the unrest in Cairo.

An Egyptian official said Thursday the three who attend the American University in Cairo were arrested on the roof of a university building near Cairo's iconic Tahrir Square where they were allegedly throwing firebombs at security forces fighting with protesters.

The three, arrested Sunday, are Derrik Sweeney, a 19-year-old Georgetown University student, Luke Gates, a 21-year-old Indiana University student, and Gregory Porter, a 19-year-old Drexel University student.

The officials spoke on condition of anonymity because they were not authorized to speak to the media.

Insight: New cars for clunkers: Myanmar on road to change (Reuters)

YANGON (Reuters) ? Their motors growl, belch and clank. Their fan belts whine. Their doors and steering wheels rattle and squeak.

Years of isolation and trade-crippling sanctions have left Myanmar's streets with one of the world's oldest vehicle fleets, dominated by wheezing Japanese cars from the 1980s or older.

The aging rust-buckets are unmistakable, their stinging exhaust harking back to an era before emissions standards.

That is about to change as Myanmar, home to nearly 60 million people, pursues reforms after nearly half a century of authoritarian rule. Among them is an overhaul of antiquated car import rules that could clear its pockmarked streets of jalopies.

In an echo of the U.S. government's "Cash for Clunkers" trade-in incentives in 2009, cars 30 to 40 years old or older with eligible license plates can be exchanged for scarce permits to import newer models built no earlier than 1995.

The new rules, which came into effect on September 19, have shaken Myanmar's car market. Demand has surged for old cars that can be swapped for import permits, such as the blue 1960s-era Mazda B-600 driven by taxi driver Aung Gyi, 32.

"The owner of my taxi Mazda B-600 handed it over to the government on Sept 20 and I've been out of a job ever since," he said. Dozens of other taxi and bus drivers in Yangon, the country's biggest city, are now similarly jobless, he added.

Buyers of the old cars then use the permit to purchase a newer model, or sell it on.

As part of the reforms, a Commerce Ministry official said showrooms would open in major cities to sell new and second-hand cars from Japan, South Korea and neighboring countries such as Thailand -- a manufacturing hub for the top producers.

"All these things will happen one after another very soon. Just save your money and wait to buy in the showroom," said the official, predicting U.S. and European models would follow if Western sanctions are lifted.

That prospect improved last week when U.S. President Barack Obama hailed "flickers of progress" in Myanmar and asked Secretary of State Hillary Clinton to visit the resource-rich country neighboring China next week. She will be the highest-ranking American to do so in more than 50 years.

Washington has demanded Myanmar release more political prisoners, make peace with armed ethnic minorities and demonstrate credible elections before it can consider easing sanctions imposed in response to years of human rights abuses.

But, in recent weeks, signs of progress on those fronts mark the most dramatic changes in the former British colony since the military took power in a 1962 coup when it was known as Burma.

"Sanctions will come down very soon, I predict," Nay Zin Latt, a businessman and official political adviser to President Thein Sein, told Reuters on the sidelines of a recent regional summit in Bali, Indonesia.

'NEW MIDDLE CLASS'

Not only new cars are scarce. Car showrooms, too, are a rarity. And for many Burmese, so is the money to buy them.

Shiny new cars -- from smuggled European sports models to fancy SUVs purchased with coveted import permits -- have traditionally been the privilege of the generals who ceded power to a nominally civilian parliament in March.

They and their business cronies have lived lavishly while a third of Myanmar's population toil in poverty, according to World Bank statistics.

The latest rules, however, would help meet the aspirations of a "new middle class," a senior Transport Ministry official said.

"If everything keeps going well, I'm sure any citizen will be able to buy the car of their choice from showrooms in the very near future," said the official, who declined to be identified because he was not authorized to speak to the media.

He said the rules could also slow the rise of the local kyat currency, which trades in the unofficial parallel market that reflects most transactions in the country at about 760 to the dollar, up from about 850 in May.

The surge reflects higher sales of natural gas, jade and gems, and a rise in foreign investment from China. But the more people buy cars, the more they will need U.S. dollars to finance them, the official said.

The government has expressed concern over the rising currency, aware that bread-and-butter issues can turn violent in Myanmar. The biggest and bloodiest uprisings against military rule, in 1988 and 2007, were sparked by discontent over soaring fuel prices and inflation.

ANOTHER CUBA

The rusting rattletraps on Myanmar's streets draw parallels to another sanctions-blighted country, Cuba, where classic American cars from the 1950s and 1960s dominate the roads but where change is also in the air.

In September, just as Myanmar's reforms were gathering pace, Cubans were granted the right to buy and sell cars for the first time since the 1959 revolution.

Myanmar's reforms are expected to accelerate. The rule allowing replacements for 40-year-old cars was followed by a similar move for 30- to 40-year-old cars, and 20- to 30-year-old vehicles are likely to be next.

Newer imported vehicles must have been built in 1995 at the earliest and there's a hefty 165 percent in combined taxes. So a car worth $5,000 sells at a sticker price of $13,250.

Despite the costs, the scheme offers a business opportunity.

A 37-year-old accountant with an international aid group, who gave her name as Rose, said the measures allowed her to import a relatively new car.

"As soon as we heard it, my husband and I decided to buy a 40-year-old Mazda 360 ... We'll hand it over to the government later this week here and apply for an import permit at the Commerce Ministry."

She could then sell the permit or the new car for a profit.

According to data from the Directorate of Road Transport, only about 370,000 registered cars plied Myanmar's rutted streets and dirt roads in August. Some 55,417 had been driven for more than 20 years, but maybe not much longer.

As of November 18, a total of 16,566 cars of 30-years-plus have been swapped out under the program, the ministry official said. "We will accept the rest, phase by phase, up to March."

Not everyone is smiling. Among the losers are car repair workshops that keep all the jalopies on the road.

"Before this measure was launched I had over 30 workers. Now only eight are left," said Naing Tun, owner of a garage in Insein Township in Yangon.

"Owners of old cars are more interested in changing theirs with import permits than having them overhauled," he said.

And the market for locally assembled jeeps collapsed.

"I've decided to shut down factories. I haven't sold any cars since October," said Ko Tuu, a jeep manufacturer from South Dagon Industrial Zone on the outskirts of Yangon.

"Now nobody's going to buy my jeeps at about 7 million kyat ($9,200) since they can get a good second-hand Japanese car at this price. At the same time, it wouldn't be viable for me to reduce the price lower than that."

Fed court proposes Texas congressional districts (AP)

AUSTIN, Texas ? Minorities will make up the majority of voters in three additional Texas congressional districts under a proposed redistricting map released by a federal court Wednesday, which is expected to give Democrats an advantage in the 2012 elections as they seek to win back the House.

Minorities currently are the majority in 10 out of 32 Texas districts and the new map will raise that to 13 out of 36, if the court gives the map final approval as expected.

The San Antonio-based federal court drew the maps after minority groups sued the state claiming a redistricting map drawn by the Republican-controlled Legislature does not reflect the growth in the state's Hispanic and black population. In a separate case in Washington, a federal court refused to approve the lawmaker-drawn map without a trial, agreeing with the Department of Justice that there was sufficient evidence to question whether it hurt minority representation.

Also on Wednesday, the San Antonio federal court issued final maps for state Senate and House districts that are very similar to ones proposed last week that could also lead to greater minority representation. The court dramatically redrew those maps from what the Legislature passed, giving Democrats a chance to add as many as a dozen seats in the Legislature.

Texas Attorney General Greg Abbott and other Republican leaders have denied that any of Legislature's redistricting maps would diminish minority voting power and denounced the map issued on Wednesday.

"The court issued a map without any explanation, but still, it seems apparent that the proposed map misapplies federal law and continues the court's trend of inappropriately venturing into political policymaking rather than simply applying the law," Abbott said in a statement Wednesday on the congressional maps. "Perhaps worst, in the name of protecting Hispanic voting power, the court seems to be discarding already elected Republican Hispanics in favor of drawing maps that may elect Democratic Hispanics. That is not and should not be the proper role of the court or the proper application of the Voting Rights Act."

Abbott has said that if the court's maps do not change to more closely reflect what the Legislature approved, he will ask the U.S. Supreme Court to intervene and most likely delay the March 6 primaries.

Republican lawmakers insist the maps drawn by the Legislature merely reflect the Republican majority in Texas. Experts say three of the new seats would have gone to Republicans under the legislative map. When drawing the interim map, the court gave priority to ensuring minority voting strength was protected in the 2012 election. The court-ordered map will remain in place until the legal fights are resolved.

Lawmakers redraw districts every 10 years to reflect changes in census data. Texas is adding four additional congressional seats in 2012, a reflection of the state's rapid population growth.

Texas, among other states with a history of racial discrimination, can't implement the maps or other changes to voting practices without federal approval under the Voting Rights Act. No federal approval and looming deadlines for county election officials made it necessary for the San Antonio court to issue their own plans that could be implemented immediately.

"It is certainly a map we are very, very proud of. We are talking about four (new) congressional districts and we've long maintained the lion's share of those should belong to Latinos and minorities who grew this state," said state Rep. Trey Martinez Fischer, the leader of the Mexican-American Legislative Caucus, which participated in the San Antonio lawsuit.

The court redrew congressional districts 23 and 27 in West Texas and along the southern coast to make them more heavily Hispanic and created a new district 35 in Central Texas that also is majority Hispanic. The court also drew a new district 33 in the Dallas-Fort Worth area where whites are a minority.

The changes to districts 23 and 27 put incumbent Republican U.S. Reps. Blake Farenthold and Francisco "Quico" Canseco at risk of losing their seats.

"Court releases TX Congressional map wiping out several Republican seats," Republican state Sen. Dan Patrick said on Twitter shortly after the maps were released.

In creating district 35, the court made a major departure from the Republican-drawn map by dividing Travis County, which includes Austin, into three congressional districts rather than five. The Legislature's draft map pitted Democratic incumbent U.S. Rep. Lloyd Doggett against a Democratic challenger from San Antonio, state Rep. Julian Castro. They'll run in separate districts under the court-drawn map.

"I'm pleased that the court drew a map that better represents the state of Texas. I'm confident that these are the maps that we will run under in 2012," Castro told The Associated Press. "Any time you can do without having a primary opponent, that's always a good thing."

More than 87 percent of the population growth in Texas since 2000 has been among minorities. In 2010, whites in Texas dropped to less than 50 percent of the population, but they still make up the vast majority of election officials.

Texas Democrats were pleased with the proposed map.

"We are pleased that Texas is on the road to fair elections in which the voters, rather than Republican mapmakers, will get to determine the outcome," said Boyd Ritchie, chairman of the Texas Democratic Party.

The court will now accept comments on its proposed maps until noon Friday before issuing a final version of the maps before Monday, when candidates will begin registering to be placed on the ballot.

The congressional map is one of three maps being challenged, along with maps for the Texas House and Texas Senate. Interim proposals for those legislative districts were released by the San Antonio court last week. Texas Attorney General Greg Abbott has said he is considering appealing the court-drawn maps to the U.S. Supreme Court, claiming the judges involved overstepped their bounds.

LSU-Alabama Round 2 is just a few victories away.

A weekend filled with upsets left the Southeastern Conference rivals in the top two spots in the BCS standings released Sunday.

And Arkansas is third, further increasing the possibility of an all-SEC BCS championship game Jan. 9 in New Orleans that would be a rematch of a regular-season game.

It's the first time in the 14-year history of the BCS that the same conference had to top three teams in the standings.

If the Tigers can beat Arkansas on Saturday, then Georgia in the SEC title game Dec. 3, and the Crimson Tide beats Auburn on Saturday, it's almost a lock that LSU-Alabama will play again, this time at the Superdome.

LSU beat Alabama 9-6 in overtime Nov. 6 in Tuscaloosa.

Oklahoma State, which suffered the most surprising loss of the weekend, fell to fourth place. The Cowboys were unbeaten and second in the BCS standings, but were upset 37-31 in double overtime at Iowa State on Friday night.

"You just never know what to expect any more with what happens every Saturday," Oklahoma State coach Mike Gundy said.

Still, Oklahoma State is not out of it. The Cowboys just need some help from Auburn and LSU or from voters in the Harris and coaches' polls who don't have an appetite for a rematch in the BCS championship game.

"Oklahoma State is still the most viable team if we get to two weeks from now and there is still a pull to not have a rematch of some sort," said Jerry Palm, who analyzes the BCS standings for CBSSports.com.

BCS pairings are announced Dec. 4.

Also undercutting the Cowboys chances is the loss by Oklahoma to Baylor on Saturday. Oklahoma State plays Oklahoma on Dec. 3.

"Now if Oklahoma state wins that game, (the Cowboys) just don't get the push they might have gotten otherwise," Palm said.

Oklahoma slipped fifth to ninth in the standings. Oregon, which lost 38-35 to SouthernCalifornia, fell from fourth to 10th in the standings.

That left the SEC in control.

If LSU gets past Arkansas, it would seem a case could be made that the Tigers could lose to Georgia in the SEC title game and still play for the national championship.

LSU would be a one-loss team like all the rest and have maybe the best resume of the bunch with victories against Oregon and West Virginia out of conference.

Palm isn't sold on that scenario.

"That could be the scenario that gets Oklahoma State in," Palm said. "Hard to imagine (the voters would) put two teams that didn't win their league in the top two."

Virginia Tech is fifth in the BCS standings with a game against Virginia on Saturday that will determine which team plays Clemson for the Atlantic Coast Conference title.

Stanford is sixth with a game against Notre Dame left. The Cardinal could reach the Pac-12 title game if Oregon were to lose to Oregon State on Saturday.

The Hokies and Cardinal have national title hopes, but would need lots of help in the form of losses by the teams ahead of them to get there.

Boise State is seventh, but the Broncos will be shut out of the BCS this season because they can't win their conference after losing to Mountain West Conference rival TCU.

Undefeated Houston is eighth and can lock up the BCS buster bid by winning conference USA. The Cougars play Tulsa this week and would host the C-USA title game, most likely against Southern Mississippi, if they beat the Golden Hurricane.

Many above poverty line struggle to make ends meet (Reuters)

WASHINGTON (Reuters) ? Nearly half of all Americans lack economic security, meaning they live above the federal poverty threshold but still do not have enough money to cover housing, food, healthcare and other basic expenses, according to a survey of government and industry data.

The survey, released on Tuesday by the advocacy group Wider Opportunities for Women (WOW), found that 45 percent of U.S. residents live in households that struggle to make ends meet.

That breaks down to 39 percent of all adults and 55 percent of all children, the group found.

"This is a wake-up call for Congress, for our state policy-makers, really for all of us," said Donna Addkison, President and CEO of WOW.

"Nearly half of our nation's families cannot cover the costs of basic expenses even when they do have a job. Under these conditions, cuts to unemployment insurance ... and other programs families are relying on right now would push them from crisis to catastrophe."

The WOW survey compared 2009 pre-tax incomes to a budget of basic and essential monthly expenses for various families that it developed along with researchers at Washington University with funding from the Ford Foundation and W.K. Kellogg Foundation.

For example, in a budget for a family of one worker, it put housing expenses at $688 and food at $244. In a family of two workers with two young children, it assumed housing would cost $821 per month and food $707 a month.

It did not include nonessentials such as vacations, recreation, hobbies, college tuition, and other common expenses of the middle class.

A congressional effort to find $1.2 trillion in spending cuts over 10 years failed on Monday, raising fears that emergency benefits for the long-term unemployed would not be extended when they expire next month.

Other social programs including Medicare are also under threat as lawmakers seek to slash the nation's huge debt.

Some economists said while they agreed that the debt had to the reduced, targeting programs that helped the low income group survive the harsh economic environment was not the correct path to take.

"I am in favor of austerity, but not in this area," said Harm Bandholz, chief U.S. economist at UniCredit Research in New York. "This is the only austerity going on and this is hitting the long-term unemployed. It's not improving the long-term budget situation anyway."

Currently, the poverty threshold for the United States is an annual income of $22,314 for a family of four.

A little more than 15 percent of the country lives at or below that level, and the group wanted to look at the remainder, "many of whom live on the edge and are chronically at risk of financial crisis or falling into poverty."

More than four out of 10 adult women live in households that cannot cover those basic expenses, slightly more than the proportion of men, 37 percent.

That may be because in 2009 women's median earnings were 70 percent of men's median earnings, the group said.

More than 60 percent of single women live in economic insecurity, it added.

"While married women are more likely to have economic security than unmarried women, much of the stability is attained through a husband's earnings or other household income," the group reported, which can put those women in economic jeopardy if their husbands die or lose their job or if the couple divorces.

The group also found "that full-time work fails to provide economic security for 25 percent of adult workers," because of stagnating and falling wages over the last decade.

"A chief cause of economic insecurity is 1970s level wages that fail to cover modern expenses," it said.

While households with two full-time workers can help boost a family's economic security, 22 percent of adults with children who work full-time and have a partner who also has a full-time job cannot cover basic needs.

At the same time, 21 percent of homes headed by a college graduate lack economic security.

"In the past, threats to economic security were supposedly clear -- dropping out of high school, being a single parent or having a large family. In today's economy, we cannot assume we know who lacks security," it said.
