Disruption of water delivery could devastate L.A. County economy

An earthquake that shuts down water deliveries from Northern California for a year could devastate the Los Angeles County economy, costing $55 billion and wiping out a half-million jobs, according to a new study.

The research by a team of economists attempts to gauge the effects of a major earthquake disrupting water deliveries from the Sacramento-San Joaquin delta, which provides roughly a quarter of Southern California's water supply.

The report concludes that L.A. County could fairly easily weather a six-month stop in deliveries from the north by ramping up conservation efforts and using reserves stored in Southland reservoirs. But if the California Aqueduct that carries water south from the delta is dry for a year or more, the county economy would suffer severely, the researchers found.

"There are a couple of different ways to deal with this," said Adam Rose, the study's lead author and a research professor at USC's Price School of Public Policy. "Protect the California Aqueduct at its source" and "make us more resilient" by investing in additional regional storage, desalination and other alternative water supply sources, he said.

The study was commissioned by the Los Angeles County Economic Development Corp. and partly funded by several water agencies, including the Metropolitan Water District of Southern California and the Los Angeles Department of Water and Power.

It was released as the state is considering a major redesign of the way it gets water from the delta, which supplies part of the Bay Area as well as the San Joaquin Valley and Southern California. Under the proposal, water would be diverted from the Sacramento River into twin water tunnels running under the delta to pumps that fill southbound aqueducts.

The tunnel project is intended in part to make deliveries less vulnerable to disruption by an earthquake, which could damage delta levees, allowing saltwater to rush in from San Francisco Bay and contaminate water exports.

The researchers used modeling to estimate the economic effect of a loss of Northern California imports for up to three years, assuming the shortages would drive up water rates and restrict local deliveries. They concluded that halting deliveries for a year during a drought could cost the county as much as $55.6 billion in gross domestic product and as many as 550,000 jobs. In times of normal rainfall, a two-year shutdown would cut the county's gross domestic product by $75 billion and about a half-million jobs.

Those losses could be reduced substantially, Rose said, if the residential sector absorbed most of the water shortages, leaving the commercial and industrial sectors relatively unaffected. The economic effect would also be less if water rates did not rise.

The study results differ significantly from a cost-benefit analysis of the tunnel proposal conducted by David Sunding, a UC Berkeley professor of natural resource economics. Estimating the statewide effect of earthquake-related disruptions to delta deliveries, Sunding concluded the economic hit to urban ratepayers would range from $684 million for a six-month outage to $9 billion for a three-year halt.

Sunding "clearly did find significant economic impact as well," said Roger Patterson, assistant general manager of the Metropolitan Water District. "His numbers are much less. This is probably a case of economists needing to compare notes and understand what methods were used."

I?ve been seeing a lot of crappy resumes lately, many coming from so-called ?professionals.? At first I thought these were anomalies. But I have seen so many lately that I can?t possibly keep quiet. So instead of being the passive aggressive, quietly seething, HR Pro, I am going to provide job seekers with some resume advice?warning rant ahead!

1.? Use a cover letter to inject some personality into your resume.??Explain why you are a fit for the job, why you want to work there, it doesn?t have to be an 800 word missive but it is a nice way to get a feel for your experience and personality. ?Without one I may still call you but a nicely worded letter gives you a bit of a leg up.

2.? Tailor your cover letter to the job and the company.??If your cover letter says you are interested in joining Macy?s but the position you applied for is at Dillard?s, your candidacy is already sunk. I feel so strongly about this that I would say if you don?t have time to write a tailored cover letter, just skip it.

3.? Spend some time on your resume?- I?m not kidding here. ?Seriously, get to know your resume. ?Have multiple people review it. ?You do not want a single mistake on your resume. ?Are your bullet points lined up? Are you using the same font throughout? I realize this may sound nitpicky but your resume is my first impression of your work. ?If it?s sloppy and riddled with mistakes I assume that is the kind of employee you will be.

4.? Have a LinkedIn profile?please, please, have a LinkedIn profile. I?m begging you?do I have to repeat that? When I search for a candidate and don?t see a LinkedIn profile I think two thoughts: a.) They aren?t really serious about finding a job or b.) They are a?Luddite?who doesn?t think LinkedIn is necessary. You may or may not find a job through LinkedIn but it is one more place to get your name out there and in a pool of searchable professionals. Also, you can add relevant information to your LinkedIn profile that is not on your resume.

5. If you are looking to move into a different field, you have a tough (but not impossible) job which means you need to work even harder.??You need to utilize all means available to demonstrate that you can be good at your new field. ?This includes things like a customized cover letter explaining why you are looking to move out of your current field. It also means you should probably have some on-the-side experience (volunteering, blogging, etc. ;) in the field you want to move into. Make sure to place this info in your resume and cover letter.

Finally, please impress me.?I realize that your resume is not a fair or accurate display of who you are. ?It is a flat piece of paper that can in no way demonstrate the value you contribute to your current or previous employers. Unfortunately?though, until someone comes up with a better method I have to work off your resume. This flat piece of paper is your foot in the door.

So that is why I say ?Impress Me!??I don?t want to see another bland resume extolling your virtues of coming to work on time and getting your filing done.??That doesn?t make you stand out. ?I already assume you can get to work on time and do your assigned duties. ?Instead, tell me about how you revolutionized the filing process at your work. ?How you got a 2 year backlog caught up, and do it with a resume that doesn?t have grammar, usage or formatting errors. You are asking me to take a risk and hire you, please do me the favor of putting your best work in front of me.

I have a website , that does simple work of fetching an USN from the Google BigQuery on the cloud. Now, while accessing each time, i need to have a Google Account and also that particular email-id , should have the "permission" assigned in the "Team tab". UK workplace pension pot charges should be revealed - new code

LONDON (Reuters) - Pension firms and insurers are calling for the costs taken automatically by people running UK pension schemes to be divulged to employers when they set up auto-enrolment schemes between 2012 and 2017.

Pension charges have dramatically reduced in recent years, and now stand at 0.52 percent of the value of an individual scheme, says the Association of British Insurers (ABI). But the little-known fees and levies can wipe tens of thousands of pounds off the value of a worker's workplace pension.

Private pension firms have been accused of failing to disclose some of the costs they levy on customers' investment funds, leaving people unaware that their pension savings were being eroded by the charges.

Industry associations have created a joint Code of Conduct for disclosing the charges made on workplace pensions for managing a retirement plan and its investments, the firms involved said in a statement on Wednesday.

The average so-called ?annual management charge' on a workplace pension scheme is 0.77 percent, the ABI said.

Umbrella organizations The National Association of Pension Funds (NAPF), the ABI, as well as the Investment Management Association and the Society of Pension Consultants want their members and participants in the pensions market to follow the practices set out by the code.

Employers will be able to chose which pension scheme they want based on the information on charges, costs and services.

UK pensions minister Steve Webb said he hoped to see "widespread adoption" of the code.

"However, we are prepared to consider taking action more broadly on charges if insufficient progress is made," he said in a statement on Wednesday.

In January 2013, the code will be available to use for a template for explaining charges, followed by the launch of a web tool in April 2013, which is being produced by the ABI.

The government backed auto-enrolment scheme, whereby people are required to opt out rather than opt into retirement saving, could lead to up to 8 million additional workers being signed up for pensions.

Car Companies Are Seeing the Light

When anonymous Ford executives told the Wall Street Journal this summer that the company would be switching out the steel body of its iconic F-150 pickup for an all-aluminum one beginning in 2014, many brand loyalists at the Ford Truck Enthusiasts forum were somewhat skeptical. Price was a concern, given that aluminum can cost as much as four times as much as steel. Others noted that aluminum is harder to repair, given that fewer body shops equipped to work with the metal: ?(I)t's not like you can just have a dent service repair it when you get a door ding or worse.? And then there was the toughness factor, with many complaining that aluminum just doesn?t evoke that same masculine/cowboy/fulfilled-by-manual-labor aesthetic: ?I like my old steel pickup, I like the feeling of having heavy protection rather then [sic] feeling like a soda can on wheels.?

Ford would later call the executives? prediction ?premature.? Still, it prompted the question: Why would America?s most popular pickup risk alienating its base? Because as the Ford execs noted, an aluminum body would shave 700 pounds off of the truck?s total weight?and the less weight the engine has to move, the less gas it will have to use. ?Weight reduction,? Ford?s global chief of product development told the Wall Street Journal, ?is going to be a big part of our strategy.?

It is possible that the gains in fuel economy will attract new customers, mitigating the loss of those loyalists who prefer the more traditional steel horse. And maybe Ford is seriously concerned with the health of Mother Earth. But it also didn?t have much of a choice.

In July 2011, the Obama administration reached an agreement with 13 major automakers?Ford included?along with the UAW and the EPA to dramatically increase vehicle fuel efficiency standards on all cars and light trucks sold in the United States: By 2025, every carmaker?s fleet would have to average 54.5 miles per gallon. It represented a near-doubling of the current standard of 29 miles per gallon?roughly the highway fuel efficiency of a Ford Taurus.

Environmental groups mostly celebrated the move?the Union of Concerned Scientists, for instance, deemed it ?a very positive development.? (Although, as financial writer Felix Salmon at Reuters has noted, the new standard will still leave us lagging behind just about every government fuel efficiency standard in the developed world.) Conservatives were, predictably, not enthused. When the terms were finalized a year later, a post-primary and pre-centrist Mitt Romney called the measures ?extreme,? arguing that they would ?limit the choices available to American families.? In an article titled ?Obama?s Sneaky, Deadly, Costly Car Tax,? conservative columnist and paid hysteric Michelle Malkin warned that the ?draconian environmental regulation ? will cost untold American lives.?

Perhaps a bit more amenable to regulations because of the bailout, automakers publicly offered their endorsement. But there was some market wariness about both the desire for such vehicles and the quick timeline for such a major move. The Alliance of Automobile Manufacturers, an industry trade group, called the new standards ?ambitious,? ?aggressive,? and ?very, very challenging,? noting how slow the market pickup has been for hybrid cars, which in their decade or so of availability have failed to crack 2.5 percent of vehicle sales.

But it?s not like this call for greater fuel efficiency caught carmakers by surprise. The passage of the Energy Independence and Security Act in 2007 had already set a goal for the national fuel economy standard of 35 mpg by 2020?marking the first substantive change since Congress set the original standard of 27.5 mpg in 1975 (to be reached by 1985) in the wake of the oil crisis. Obama?s two subsequent goalpost relocations?first pushing Bush?s original plan up to 35.5 mpg by 2016 and then extending it with the 54.5-by-2025 plan?just demanded that carmakers act a bit more quickly.

So now the auto industry is forced to tackle something they were able to mostly ignore for a quarter of a century. And with Obama?s re-election, reality just renewed its lease. Where to start?

Some have opted for the direct route, tinkering and tweaking the engine. GM?s new Corvette, for instance, offers something called ?active fuel management,? in which the car cuts off half of the engine?s cylinders during what it calls ?light load? situations like highway coasting. Ford?s new Fusion model offers a similar fuel saving function?a ?start-stop? feature that shuts the engine down when the car is idling. All of the Big Three are even rolling out models that run clean diesel?a more efficient, low-sulfur version of the fuel?in 2013.

Iran plans new oil storage, airline hikes fares

TEHRAN, Iran (AP) ? Iran is planning to build new oil storage facilities so it can store more of the fuel it is having a hard time selling due to Western sanctions over its disputed nuclear program.

State-run Press TV quoted Mahmoud Zirakchianzadeh, Director of the Iranian Offshore Oil Company, as saying nearly 8.1 million barrels will be added to Iran's crude oil storage capacity by the next summer.

Iran has the world's third largest proven oil reserves and was OPEC's second largest exporter, but sanctions have stymied the flow since summer. It slipped to the cartel's third place in July after the European Union imposed oil sanctions to force Tehran to stop its uranium enrichment program.

According to the International Energy Agency, Iran's oil exports plunged to 1 million barrels a day in July, after standing at the 1.74-million-barrel mark a month earlier. Crude oil exports account for about 80 percent of the country's foreign revenue.

The U.S. and its allies accuse Iran of using its nuclear program as a cover to develop nuclear weapons. Iran has denied the charges, saying its program is geared toward generating electricity and producing radioisotopes to treat cancer patients.

In another sign sanctions are biting, Iran's national airline has nearly doubled prices on plane tickets for some foreign destinations. Iran Air spokesman Shahrokh Nooshabadi was quoted by local media as saying the carrier raised prices by up to 90 percent because of higher fuel prices and the plunging value of the rial against foreign currencies.

Iranian media say other airline companies have also hiked prices on flights abroad. In November, prices for Iranian domestic flights by Iran Air rose some 70 percent.

With children, dealing with pet's death honestly is best | Animals ...

For many children, the passing of a beloved pet might be a child?s first experience dealing with death. And how parents handle that loss can greatly impact an adult?s memory of that early childhood experience, making it difficult for some adults to adopt again.

According to a survey conducted by American Humane Association?s Animal Welfare Research Institute, 40% of adults surveyed say the loss of a childhood pet from injury, disease or old age continues to affect them as adults. But an even greater number of adults (45%) note that they are still affected by a pet that was given away, ran away or had an uncertain disposition.

Respondents in the survey said their memories of their pet?s loss were impacted by how their parents dealt with and shared (or not shared) the loss with them. Whether it?s a nurturing experience in honor of a loved pet or a negative experience in which the parent gave away the pet without the child?s knowledge, they said how their parents choose to handle the loss of their pets had an impact overall on their lives.

After reading a few comments, it?s easy to see what kids need.

??.I was only five when we had to euthanize [our pet] due to cancer. My parents did note tell me until they brought him home to bury in our backyard. I can still remember sitting there bawling. That was 36 years ago.?

In other words, this little girl didn?t get to say goodbye to her pet.

??I was a lonely little girl, living with my father as my parents fought over my custody. This little dog was ALL I had?.. She was taken away from me, I never was told where to and I?ve never forgotten her? it was traumatic.?

This little girl suffered the loss of her pet because of a divorce. Neither parent took custody of the dog. (Sadly, I can relate. My parents gave away our two dogs and I never knew what happened to them, but in my case, it didn?t make it harder for me to adopt. It just meant I wanted to help them more because now I understood the circumstances of some dogs at the shelter.)

? ? I remember the details very clearly of his sudden illness, going to the vet, him being euthanized, and bringing him home to be buried?. I?ve always been thankful to my parents that the situation was handled with grace and dignity for our beloved Barney??

This child experienced every detail of her pet?s illness and perhaps was part of the family?s decision-making process along the way. As a result, she is grateful to her parents for the care they gave to her beloved friend and for being a part of this pet?s life and retains fond memories of the loss.

Shielding children from the pet loss, whether through re-homing or illness, does not allow them to go through a normal grieving process, which may be the reason some people have trouble adopting again after a pet loss. Highlighting the emotional intricacies of the human-animal bond, one in five (20%) of previous dog owners and one in six (17%) of previous cat owners cited the loss of a beloved dog or cat as a reason they chose not to have another.

The survey backed the recent findings in a pet ownership study released earlier this year by the American Humane Association and PetSmart Charities. In Phase One of the ?Keeping Pets (Dogs and Cats) in Homes Retention Study,? interviews with more than 1,000 previous pet owners revealed that lasting grief over the loss of a previous pet can be a significant obstacle towards owning a new pet.

Helping people overcome their grief and reluctance to own another pet in adulthood is vital to increasing adoptions at shelters and decreasing the number of animals euthanized. Parents play a role in forging these early experiences.

Despite talk of compromise, fiscal deal elusive

(AP) ? Talk of compromise on a broad budget deal greeted returning lawmakers Monday, but agreement still seemed distant as the White House and congressional Republicans ceded little ground on a key sticking point: whether to raise revenue through higher tax rates or by limiting tax breaks and deductions.

House Speaker John Boehner, R-Ohio, pressed his case for revenue derived by reducing tax loopholes rather than raising tax rates on wealthy taxpayers, as President Barack Obama insists.

Boehner, voicing the Republican stance, said: "The American people support an approach that involves both major spending cuts and additional revenue via tax reform with lower tax rates."

At the White House, Obama spokesman Jay Carney reiterated the president's pledge not to sign legislation that extends current tax rates to the top 2 percent of income earners. "That is a firm position," Carney said.

Congress and Obama have until the end of the year to avoid across-the-board tax increases that would do away with rates set during the administration of President George W. Bush and restore higher tax rates in place during President Bill Clinton's administration when the economy was robust and the federal government had a budget surplus.

White House and congressional leadership aides said Obama spoke separately with House Speaker John Boehner and Democratic Senate Majority Leader Harry Reid over the weekend. The aides would not reveal details of the conversations. Obama last met with the bipartisan congressional leadership to discuss the fiscal cliff on Nov. 16. No new meetings have been announced.

Boehner and other GOP leaders planned to meet Wednesday with members of a bipartisan coalition of former members of Congress and business leaders that has advocated cuts in spending in major health care programs as well as changes in the tax code to raise more money but also to lower rates.

Obama met with some members of that same coalition earlier this month. Top officials from the U.S. Chamber of Commerce and from the Business Roundtable met with senior White House aides on Monday.

In addition to looming tax hikes, the new year could also result in steep spending cuts in defense and domestic programs. Lawmakers and the White House fear that such a combined "fiscal cliff" would undercut the military and set back an economic recovery. Republicans say that while they are open to revenue increases, Obama also has to agree to reductions in entitlement spending, particularly in massive health care programs such as Medicare and Medicaid.

Carney on Monday said Obama was open to changes in those programs, but said Obama does not want to address Social Security as part of the fiscal cliff discussions.

"The president has long made clear that he is open to discussions about strengthening Social Security as part of a separate track," Carney said, adding that Social Security is not contributing to the deficit.

Looking to buttress their case on taxes, White House economists warned Monday that the uncertainty of a potential hike in taxes next year for middle class taxpayers could hurt consumer confidence during the crucial holiday shopping season.

In a new report, President Barack Obama's National Economic Council and his Council of Economic Advisers said that if lawmakers don't halt the automatic increase in taxes for households earning less than $250,000, consumers might even curtail their shopping during the current holiday season.

Alan Krueger, chairman of the Council of Economic Advisers, said it was important for Congress to extend the current rates for middle class taxpayers "without delay, without drama" to avoid a drop in consumer confidence.

"As we approach the holiday season, which accounts for close to one-fifth of industry sales, retailers can't afford the threat of tax increases on middle-class families," the report said.

Meanwhile, the stock market edged lower in the morning as the outcome of the budget talks remained inconclusive.

Retailers such as Macy's, Target and Saks were down, amid fears that consumers might cut back this season. But the National Retail Federation reported earlier that 247 million shoppers visited stores and shopping websites during the long Thanksgiving weekend, up 9 percent from a year ago. They spent an average of $423, up 6 percent.

The White House report also said a sudden increase in taxes for middle-income taxpayers would reduce consumer spending in 2013 by nearly $200 billion, significantly slowing the economic recovery.

The figures echo estimates by private forecasters and by the Congressional Budget Office.

Many middle income taxpayers also would be exposed to automatic tax increases under the Alternative Minimum Tax, which is designed to guarantee a certain level of tax payment by wealthier taxpayers.

According to the report, a married couple earning between $50,000 and $85,000 with two children would see a $2,200 increase in their taxes.

Obama wants the Bush-era tax rates to remain at their current level for households earning less than $250,000. He is calling on Congress to increase taxes for families earning more than that threshold.

Obama's plan is part of an overall deficit reduction package that would increase tax revenue by about $1.5 trillion and reduce spending by a similar amount over 10 years.

Congressional Republicans, led by Boehner, have said they are open to including discussions about additional revenue but have balked at any plan that raises tax rates on the wealthy. They argue that the higher rates would also hit some small businesses, stifling economic growth.

Instead, they have advocated changes in the tax code that would eliminate tax breaks and loopholes that primarily benefit the wealthy. Several key Republican lawmakers have also said they would not be bound by a no-tax-increase pledge that they have adhered to in the past.

House Majority Leader Eric Cantor said Monday that the rapidly approaching deadline accounts for the more serious tone to the debate, but also reaffirmed the GOP's opposition to raising tax rates for the wealthy. "We've got to have the president step up and say, here's my position on how we reform these entitlements and start managing down the deficits," he said.

Manning's 2 TDs leads Broncos past Chiefs, 17-9

KANSAS CITY, Mo. (AP) ? Peyton Manning was wooed by the Chiefs early in the offseason, after the four-time MVP had been cut loose by Indianapolis and before he signed a five-year deal with Denver.

On Sunday, he showed exactly why Kansas City was after him.

Manning threw for 285 yards and two touchdowns, and led the Broncos down the field in the final minutes when the Chiefs were frantically trying to get a stop, setting up a field goal that sealed a 17-9 victory and their sixth consecutive win.

It allowed Manning to break a tie with his boss and Broncos vice president John Elway with his 149th win as a starting quarterback, trailing only Brett Favre (186) for most in NFL history.

"Peyton Manning is a Hall of Famer," Chiefs linebacker Derrick Johnson said. "We played pretty good as a defense most of the game, but he made a few plays, one or two more plays than we'd like him to make, and he came up with a victory."

Naturally, Manning was quick to pass the praise to someone else.

In this case, it was Knowshon Moreno, who stepped into the starting lineup after Willis McGahee landed on injured reserve this week and ran for 85 yards. Manning also handed out kudos to Jacob Tamme and Demaryius Thomas, who were on the receiving end of his touchdown throws.

"I've got to tip my hat to Knowshon Moreno," Manning said. "He stepped up today and did a heck of a job. Really an impressive effort by him."

Not so much by the Chiefs offense.

Jamaal Charles ran for 107 yards, but the Chiefs (1-10) were done in by penalties, missed opportunities and a conservative approach that has not yielded a touchdown since the first quarter against Pittsburgh on Nov. 12, a span of more than 11 quarters and 173 minutes.

They could only manage field goals by Ryan Succop for the second straight game.

"It's really about stopping the run," Broncos cornerback Champ Bailey said. "If you can limit that run game, you put the weight on their passing game, which hasn't been that great this year."

Quinn was 13 of 25 for 126 yards and an interception.

"Hats off to our defense," Broncos coach John Fox said. "We struggled a bit against the run, but they're a very good run team. ... Something we work very hard on is the red area, and holding them to three field goals was a key in the game."

Kansas City actually established an early lead for the third straight game on Succop's first-quarter field goal, and seemed to be outplaying Denver (8-3) the entire first half.

They had a chance to go ahead 10-0 when they faced fourth-and-2 at the Denver 4, but Chiefs coach Romeo Crennel elected to kick another field goal against a team that had scored at least 30 points in five straight games, drawing a chorus of boos from the crowd.

"I thought points on the board were important," Crennel said by way of explanation.

Problem was that touchdowns trump field goals.

On the Broncos' final drive of the half, Manning completed five straight passes before finding Tamme on third-and-goal from the Kansas City 7 with 18 seconds left. The touchdown catch, on which the tight end dragged safety Eric Berry into the end zone, gave the Broncos a 7-6 lead and wiped out all the hard work that Kansas City had put in over the first 25 minutes.

Denver's Matt Prater missed his second field goal try of the game early in the third quarter, and Succop's 49-yarder gave Kansas City its first second-half lead of the season.

But once again, a failure to get into the end zone proved fatal.

Manning, who surpassed 3,000 yards passing earlier in the day, rode the legs of Moreno into Chiefs territory, and that's when he lobbed a pass over nickelback Jalil Brown and into the hands of Thomas for the go-ahead, 30-yard touchdown reception late in the third quarter.

"That was a great catch down the sideline against tight coverage," Manning said.

The Chiefs twice had chances to overcome the 14-9 deficit late in the fourth, but they failed to move the ball after taking over at their own 37. After getting it back, Crennel chose to punt on fourth-and-6 at the Broncos 47 after a series of penalties ruined the drive.

It was their last chance to retake the lead.

Denver tacked on a field goal by Prater in the closing seconds, and after Jacksonville held on to beat Tennessee, the Chiefs were left as the league's only one-win team.

"We're frustrated every week. Every time we get a loss, it's frustrating," Charles said. "I don't know when it's going to stop, but hopefully we can did deep down in our souls and find a way to get out of this."

Argentina's Fernandez faces her first general strike

BUENOS AIRES (Reuters) - Opposition trade unions protesting Argentina's economic policies brought public transportation and grains exports to a halt on Tuesday in the first general strike since President Cristina Fernandez took office five years ago.

The 24-hour work stoppage by bus drivers, train conductors and port, airline and bank workers follows wide protests held on November 8 over high crime, soaring inflation and the government's policy response.

Fernandez's popularity has tumbled since she easily won re-election last year.

Inflation is running at about 25 percent despite a sputtering economy, according to private economists. The government publishes much lower inflation data long dismissed by the markets as inaccurate.

"The strike is a consequence of slow economic growth and high inflation, which the government does not recognize and therefore does not reflect through adjustments in the sliding income tax scale," said Ignacio Labaqui, who analyzes Argentina for emerging markets consultancy Medley Global Advisors.

The International Monetary Fund has given Argentina roughly until the end of the year to improve its murky inflation reporting or risk sanctions.

Farmers also joined the protest led by Hugo Moyano, a gruff former truck driver once closely linked to Fernandez but now a leading opposition figure. He wants lower taxes for workers whose purchasing power has been drained by galloping inflation.

"The complaints are justified," Martha Valazza, a 72-year-old retiree, said in the all-but-abandoned Retiro train station in Buenos Aires. "The worker must act to improve his own situation."

The first general strike to hit Argentina in a decade increases the stakes in the political battle between the president and Moyano. Ties between the two soured after the death of Fernandez's husband and predecessor as president, Nestor Kirchner, in late 2010.

Moyano's CGT labor federation split earlier this year, with his allies re-electing him as leader in a vote rejected by rival union bosses aligned with Fernandez. The fracture in the umbrella group risks deepening labor unrest as double-digit inflation stokes wage demands.

'LOSING CONTROL'

"This general strike raises the possibility that she is losing control of the street and it puts the unions that are allied with her in an uncomfortable position," Labaqui said.

Fernandez, meanwhile, is moving to shore up her base. Her allies in Congress last month lowered Argentina's voting age to 16 from 18, a change that could help the politically ailing president court the youth vote ahead of 2013 mid-term elections.

Argentina is the world's top exporter of soy oil, needed to make biofuels, and soymeal used to feed cattle as far away as China, where the emerging middle class is clamoring for beef steak. The South American country is also the second-biggest corn exporter after the United States.

"This (strike) was necessary, unfortunately," said Eduardo Buzzi, who heads the Argentine Agrarian Federation, which represents small-scale farms. "There is no way to dialogue. ... This is the most anti-farm government Argentina has ever had."

The agricultural sector has long quarreled with Fernandez over the 35 percent export tax her government puts on soybean exports and curbs it places on corn and wheat shipments.

Calls went unanswered at the main grains port of Rosario and the usually noisy, truck-jammed entrance to the port of Buenos Aires was still, with activity expected to resume on Wednesday. The local stock and bonds market was also unusually quiet.

Picketers demonstrated in public squares such as Plaza de Mayo in front of the presidential palace in Buenos Aires. Just up the street, tourist attraction Cafe Tortoni was closed after its employees failed to get to work due to lack of bus service.

Asian shares rise on US fiscal hopes

TOKYO (Reuters) - Asian shares rose on Monday, supported by hopes U.S. politicians can overcome an imminent fiscal crunch while the yen fell to a near seven-month low against the dollar on expectations a new government chosen in next month's election could pump large amounts of stimulus cash into the economy.

A 0.2 percent gain in U.S. stock futures point to a firm Wall Street open, and financial spreadbetters predict London's FTSE 100 <.ftse>, Paris's CAC-40 <.fchi> and Frankfurt's DAX <.gdaxi> will open as much as 0.9 percent higher. <.l><.eu><.n/>

MSCI's broadest index of Asia-Pacific shares outside Japan <.miapj0000pus> rose 0.5 percent, recovering from Friday's nine-week low.

Its energy sector <.miapjen00pus> outperformed as mounting supply concerns on escalating tension from Israeli air strikes on the Gaza Strip and Hamas rocket attacks on Israel underpinned oil prices.

The materials sector <.miapjmt00pus> was among top gainers as London copper rallied 1 percent to $7,684 a tonne on a renewed growth outlook for China and hopes for a solution to the U.S. fiscal cliff.

Australian shares <.axjo> climbed 0.6 percent but Shanghai shares <.ssec> underperformed with a 0.5 percent drop, having earlier touched levels not seen since early 2009.

"We had some positive leads from the U.S. on Friday. Our market had been underperforming last week," Peter Esho, chief market analyst at City Index, said of Australian equities. "There's some hope that the negotiations in the U.S. around the fiscal situation may somewhat improve - the prospects around that may improve this week."

Japan's Nikkei average <.n225>, which bucked the broad Asian downtrend on Friday and surged 2.2 percent, extended gains with a 1.4 percent climb to close at a two-month high. <.t/>

Speculation that the leader of the opposition Liberal Democratic Party, which is expected to win the December 16 elections, will call for more stimulus including further aggressive easing by the Bank of Japan also undermined the yen.

The BOJ begins a two-day policy meeting on Monday, and is expected to refrain from taking fresh policy steps.

The dollar hit a near seven-month high against the yen at 81.59 yen on Monday. A weaker yen helps support the economy and boosts sentiment for Japanese equities investors.

A senior trader at a foreign bank said investors had been underweight Japanese equities and the rally could have further to go as they start to put their money into Japan, advising investors to cover their positions in very heavily short-sold sectors such as electronics.

FISCAL CLIFF, GREECE EYED

Aside from Japanese politics, market players closely watched negotiations among U.S. Congressional leaders to avoid a budget crisis, and prepared for European officials' meeting on Tuesday to discuss aid for debt-stricken Greece.

Hope that U.S. politicians would find a way to steer clear of the "fiscal cliff" boosted U.S. stocks on Friday. European shares sank to a 3-1/2-month closing low, for their worst week since the end of May, on persistent concerns over U.S. fiscal policy and the euro zone debt crisis.

Top lawmakers from both major U.S. political parties on Friday hinted at the possibility of a budget compromise that involves spending cuts and additional revenue, although they were short on details.

"The good news is the tone of Friday's White House meeting but the prospect of no agreement until at least mid-December fits our view that the two sides are starting negotiations from rather distant points," Sean Callow, senior currency strategist at Westpac bank in Sydney, said in a note.

"As such, there will be plenty of negative headlines in coming weeks that weigh on Treasury yields and boost USD, which is yet again trading like a safe haven even when the bad news is generated by the US."

The dollar fell 0.2 percent, retreating from the two-month high of 81.455 hit on Friday against a basket of key currencies <.dxy>. The drop in the dollar supported gold, which added 0.5 percent to $1,721.60 an ounce.

The euro rose 0.1 percent to $1.2760, with traders waiting to know whether euro zone finance ministers and International Monetary Fund Managing Director Christine Lagarde would agree a way to make Greece's debt manageable.

"As the EU prepares a bundled aid package to avert a Greek default, headlines coming out of the meeting may fuel a relief rally in the euro, but we will maintain our bearish forecast for the single currency as the region faces a deepening recession," said David Song, currency analyst at DailyFX.

U.S. crude futures jumped 1 percent to 87.81 a barrel and Brent rose 0.7 percent to $109.70.

Asian credit market spreads on the iTraxx Asia ex-Japan investment-grade index were little changed.

Tensions loom as Obama meets Asian leaders

PHNOM PENH (Reuters) - In his first meeting with a Chinese leader since his re-election, U.S. President Barack Obama said on Tuesday Washington and its chief economic rival must work together to "establish clear rules of the road" for trade and investment.

His comments on the final leg of a three-day Southeast Asian trip follow a U.S. election campaign in which China was repeatedly accused of unfair trade practices and illustrate the work ahead in a region already simmering with tension over territorial disputes involving Beijing.

"It is very important that as two of the largest economies in the world that we work to establish clear rules of the road internationally for trade and investment," Obama told Chinese Premier Wen Jiabao before an East Asia Summit of Asia-Pacific leaders in the Cambodian capital Phnom Penh.

During the U.S. election campaign, Obama was denounced by his rival Mitt Romney for being "a near-supplicant to Beijing" on trade matters, human rights and security issues. Obama accused Romney of shipping U.S. jobs to China when he was a businessman.

In Asia, those trade tensions overlap with friction over Chinese sovereignty claims that surfaced on Monday at a Southeast Asian leaders' summit. In July, a foreign ministers meeting of the Association of Southeast Asian Nations (ASEAN) failed to agree on a communiqu? for the first time ever because of the row.

"I'm committed to working with China and I'm committed to working with Asia," Obama said. China and the United States had a "special responsibility" to lead the way on sustained global growth, he added before the meeting was closed to media.

Wen highlighted "the differences and disagreements between us" but said these could be resolved through trade and investment.

Obama's visit to Cambodia, the first by a U.S. president, underlines an expansion of U.S. military and economic interests in Asia under last year's so-called "pivot" from conflicts in the Middle East and Afghanistan.

The Philippines, Australia and other parts of the region have seen a resurgence of U.S. warships, planes and personnel, since Obama began shifting foreign, economic and security policy towards Asia late last year, unnerving Beijing.

Japanese Prime Minister Yoshihiko Noda said mounting Asian security problems raise the importance of the U.S.-Japan alliance, a veiled reference to tensions over Chinese sovereignty claims and maritime disputes.

"With the increasing severity of the security environment in East Asia, the importance of the Japan-U.S. alliance is increasing," Noda told Obama.

STRAINED TIES

Beijing claims the South China Sea as its territory based on historical records, setting it directly against U.S. allies Vietnam and the Philippines. Brunei, Taiwan and Malaysia also lay claim to parts, making the row one of the biggest security threats in the region.

The area is thought to hold vast, untapped reserves of oil and natural gas that could potentially place China, the Philippines, Vietnam and other claimant nations alongside the likes of Saudi Arabia, Russia and Qatar.

Sino-Japanese relations are also under strain after the Japanese government bought disputed islands known as Senkaku in Japan and Diaoyu in China from a private Japanese owner in September, triggering violent protests and calls for boycotts of Japanese products across China.

China says both disputes involve sea-lanes vital for its economy and prefers to address conflicts through one-on-one talks. But the subject is expected to feature later on Tuesday at the East Asia Summit, which also includes leaders from ASEAN, India, South Korea, Australia and New Zealand.

ASEAN includes Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

"HOW CAN THERE BE A CONSENSUS?"

On Monday, Noda challenged efforts by summit host Cambodia, a staunch China ally, to limit discussions on the South China Sea. Cambodia had said Southeast Asian leaders had agreed not to internationalize the row -- a claim that was strongly disputed by Philippine President Benigno Aquino.

"How can there be a consensus? A consensus means 100 percent," said Philippine Foreign Minister Albert del Rosario. "It was translated into a consensus without our consent."

Aquino raised the possibility of finding an "alternative route" to discuss the issue with countries outside the 10-member ASEAN. That would likely involve the United States, one of its closest allies, which has said it has a national interest in freedom of navigation through the South China Sea.

ASEAN on Sunday agreed to formally ask China to start talks on a Code of Conduct (CoC) aimed at easing the risk of naval flashpoints, according to Surin. But Wen played down the need for urgent action in talks on Sunday night with Cambodian Prime Minister Hun Sen.

Late on Monday, Obama and Southeast Asian leaders launched a trade initiative known as the U.S.-ASEAN Expanded Economic Engagement, which is aimed at smoothing a path for Asian nations to link up with the Trans-Pacific Partnership, a pact the United States is negotiating with 10 Asian countries and the Western Hemisphere, the White House said.

The Trans-Pacific Partnership excludes China until it undertakes significant economic reforms.

American Music Awards hits ratings low, despite Bieber fever

LOS ANGELES (Reuters) - The American Music Awards pulled in its lowest ever TV audience on Sunday, despite the presence of teen heart-throb Justin Bieber and Korean "Gangnam Style" sensation Psy.

According to ratings data issued on Monday, Sunday's ceremony and performance show broadcast live on Walt Disney Co's ABC television was watched by an average 9.5 million viewers - down from 12 million in 2011.

The annual show also dropped 21 percent of its viewers compared to last year in the key 18-49 demographic most prized by advertisers.

The American Music Awards was up against stiff competition this year from football, but ABC said the telecast was the top TV show of the night with women and teens.

But big stars like Katy Perry, Rihanna, Adele and Beyonce did not turn up for the show as it celebrated its 40th anniversary as an alternative to the Grammys.

Bieber, 18, was the top draw on Sunday, winning three awards including artist of the year and performing live twice.

Korean Internet phenomenon Psy closed out the three hour ceremony with a rousing performance of his No.1 hit single "Gangnam Style", joined on stage with MC Hammer, one of the pioneering rappers from the 1980s.
