With less than two months remaining for the Constituent Assembly to draft, discuss and promulgate a new constitution, the country has moved into a critical period. Although political parties have made a substantial and irreversible progress regarding the integration of Maoist combatants, they still face many challenges in drafting a new constitution by May 27.

The political stakeholders have had almost four years to complete the peace process and draft a new constitution. Yet, partly due to serious political differences and partly due to the rigidity of the Maoist political structure, it has been difficult for the political decision makers to facilitate a transition to peaceful politics and manage the arms and armies of the UCPN-Maoist. The parties have lacked sincerity to the people and have delayed taking political decisions. Feeling the need to complete the remaining political tasks before the May 27 deadline, a substantial segment of the fourth estate has initiated a campaign to put pressure on the political decision makers.

The campaign includes Federation of Nepali Journalists (FNJ), Nepal Media Society, Television Broadcasters Nepal, Association of Community Radio Broadcasters Nepal, Broadcasters Association Nepal and Forum of Kathmandu Valley FM Radio Broadcasters. The purpose of the campaign, at present, is to give two strong messages: 1) the best way forward is to draft a constitution by May 27 rather than seek alternatives, and 2) all the media is watching the political decision makers closely. The campaign, however, has decided to keep open the option of more intense lobbying by including the larger civil society and the public in the campaign.

The loose alliance, constituting all the country?s major players in the print, broadcast and electronic media, are now standing on a single platform, hoping that it would put enough pressure on the political decision makers to conclude the peace process and promulgate a new constitution. The Supreme Court?s decision last week has closed any legitimate option of extending the CA deadline and as a result political actors must work quickly and intensively to complete their task and meet people?s expectations. Another purpose of the campaign is to dissuade political actors who, in order to create space for their own ideology and interests, want to disrupt the peace and political processes. The media campaign will do well to keep these obstacles in mind and expose their work to the public.

There are many challenges to the writing of the constitution. One challenge is from the Maoist party. Although the Maoists agreed to a democratic interim constitution and took part in Constituent Assembly elections, they found it difficult to let go of their wartime structures and ideology. Only last week, presenting a paper at the party?s central party meeting, UCPN-M Chairman Pushpa Kamal Dahal reiterated that the party would carry out a struggle to protect the achievements of the Maoist revolution in the peace process and constitution and would reorient the party to fulfill in a new way the remaining tasks of people?s revolution. Another challenge is from conservative forces that either want to restrict the federal structure or want to restore monarchy. In the days ahead, a key challenge is to discourage spoilers and promote ownership of the new constitution by facilitating a greater amount of dialogue in the public.

Save wildlife

The exotic wildlife that Nepal is known for is coming under threat of traders dealing in body parts of endangered wildlife. It is found that the valuable wildlife is vanishing as ruthless poachers are able to carry on with their activities despite warnings from the authorities that action would be taken against them. Since the body parts of wild animals fetch handsome amounts the poaching of such animals and trading of their body parts is continuing unabated. It is high time that extra vigilance was exercised by the concerned authorities to foil the evil design of such poachers and traders. At present, although there are provisions to punish the offenders it apparently is not enough and does not serve to deter them.

Wildlife is our pride and heritage. It is our duty to conserve it. In the endeavour of protecting and conserving the wildlife it would help in a large measure by raising awareness amongst the people. Himal...
